Overview
Amelia Marsh brings her expertise in research, writing, and analysis to serve clients in regulatory and litigation matters.
With a passion for administrative and natural resources law, she thoughtfully considers client needs as they seek to obtain permits and other agency approvals, participate in rulemakings and policy matters, address compliance questions, and engage in litigation.
Amelia is originally from Tucson, Arizona. Prior to attending law school, she learned about local government and policy through roles at the Pima County Public Library and as an advocate for renewable energy development. She obtained her Juris Doctor degree from the University of Denver Sturm College of Law. At the Sturm College of Law, Amelia developed significant experience in administrative and environmental law by working as a student attorney in the Environmental Law Clinic, serving as editor-in-chief of the University of Denver Water Law Review, interning in the Revenue & Utilities Section of the Colorado Attorney General’s office, and clerking with Welborn Sullivan Meck and Tooley.
When not working, Amelia enjoys going on road trips, watching movies, and spending time with her friends and family.
Experience & Results
- Assisted in the preparation of rulemaking filings, including an alternate proposal rulemaking package, in a Colorado Air Quality Control Commission rulemaking hearing to develop first-of-their-kind rules aimed at achieving greenhouse gas emission reductions from large industrial and manufacturing sources.
- Analyzed options for hazardous waste management under the Resource Conservation and Recovery Act and state regulations for a manufacturing client.
- Assisted in advising client on the U.S. Environmental Protection Agency’s (EPA) process for addressing a petition filed by a public interest group challenging a client’s Clean Air Act Title V air permit issued by the state of Colorado.
- Evaluated and advised on the effect of Colorado Supreme Court ruling in State v. Hill, 530 P.3d 632, 634 on landowners’ rights to preclude public access within streams that run through their properties.
- Defended against claims for breaches of the Americans with Disabilities Act and New York Human Rights Law brought by serial plaintiffs.
- Developed briefing in defense of oil and gas operator in lawsuit related to alleged breach of marketing agreement and road maintenance agreement.
