Mr. Tolley was born and raised in the small oilfield town of Rangely, Colorado. He is a Boettcher Scholar and was a four-year varsity letterman in football at Colorado College. During the summers, he worked as a heavy-equipment operator for an oil and gas well-servicing company.

- Authored title opinions covering fee, state and federal lands in Colorado, Wyoming and North Dakota
- Authored leasehold acquisition title opinions for a purchase of oil and gas assets in Colorado and Utah
- Represented heirs with ancillary probate matters concerning mineral interests located in Wyoming
- Advised property owner regarding boundary dispute with neighboring property owners
