Jed E. Franklin primarily practices in oil and gas title matters and transactions. Prior to joining the firm, Mr. Franklin was an Assistant Attorney General in the Colorado Attorney General's Office, where he specialized in drafting and negotiating state contracts and in procurement.
He also worked as a Budget Analyst in the administrations of both Governor Bill Owens and Governor Bill Ritter and has extensive knowledge of Colorado’s budget and legislative process.
REPRESENTATIVE MATTERS
- Represented seller in negotiations and authored Opinion Letter curing alleged title defects surrounding mineral ownership status of lands under various railroad rights of way in sale of $150 million of oil and gas leasehold interests covering lands in the Rocky Mountain region
- Authored dozens of title opinions covering fee, federal and state lands in the Denver-Julesberg Basin, J-Sand, and Niobrara formations in Colorado and Wyoming, and in lands in eastern Texas
- Authored leasehold acquisition title opinion and assisted with due diligence for the purchase of oil and gas leasehold interests in over 20,000 acres in state, federal, and fee lands in Converse, Weston, and Niobrara Counties, Wyoming
- Represented the State of Colorado in drafting, negotiating, reviewing and approving closing documents to obtain over $200 million in federally-backed certificates of participation, form non-profit holding corporation, ground lease, and design, bid, and build contracts to finance and construct new state judicial building housing the Colorado Supreme Court and Attorney General’s Office
- Identified constitutional conflict with the State of Colorado’s use of Facebook’s standard terms and conditions, developed and implemented legal and negotiation strategy, led effort with consortium of states to achieve leverage, and negotiated directly with Facebook to reach final agreement enabling state’s use of the platform
- Drafted, negotiated, reviewed, and approved hundreds of state contracts, statements of work, and amendments encompassing all aspects of commercial practice for the state, including acquisition and development of real property, easements, surface use agreements, financing, lease-purchase agreements, construction, improvements to state buildings, information technology services, federal contracts, implementation of solar generation and other energy conservation measures on state property, and model contracts used statewide, representing the State Controller and the State of Colorado

Personal
Mr. Franklin was born and raised in San Angelo, Texas. His undergraduate studies were at Trinity University in San Antonio, where he focused on economics and philosophy and was a member of the football and track teams.
